What does the money amount next to an inmate's charge mean?

i looked up an inmate in the shelby county jail of Memphis,TN. I got the details and where it said charges next to his info, it read "theft of property $1000-10000" <-- what does that amount mean? does it mean how much property was worth or how much to bail him out? thx for your help in advance.
